According to the report, an integrated structure should be developed to exchange information related to AI by developing an integrated national portal, priority should be given to research, development and use of the subject, programs should be conducted to speed up the use of AI, national projects and regional projects to utilize its transformative nature in economic and social development. In the report, the study of AI usage strategies issued by the European Union, United Nations, Nordic-Baltic region, UAE, India, Argentina, Australia, Brazil, Canada, Chile, China, Denmark, Finland, France, Germany, Italy, Singapore, South Korea, etc. A comparative analysis is included.

It is said that the technical committee formed by the Ministry of Communication and Information Technology prepared the concept paper after nearly five months of study. According to the instructions of Communication and Information Technology Minister Rekha Sharma, the Ministry formed a five-member technical committee under the coordinator of Joint Secretary Anil Kumar Dutt.

The members of the committee are Deputy Secretary of the Ministry Narayan Timilsina, Information Technology Director of Information Technology Department Pavitra Dangol, Associate Professor of Engineering Studies Institute Dr. Baburam Dawadi and Surya Prakash Upadhyay, a computer engineer of the Ministry, were the member secretaries.
